    This is a double inequality. Let's take it by pieces:

    Three more than 2x is denoted as 2x + 3. We add since we see the phrase, more than.

    Because it's greater than or equal to 1, we have:

    1 <= 2x + 3

    Finally, that same phrase is also less than or equal to 11.

    2x + 3 <= 11.

    Piecing these two inequalities together, we have:

    1 <= 2x + 3 <= 11.
