    4 times the quantity of a number plus 6

    The phrase a number means an arbitrary variable, let's call it x.
    x

    The word plus means we addd 6 to x
    x + 6

    The phrase 4 times the quantity means we multiply x + 6 by 4
    4(x + 6)
