    two thirds of a number is no more than -10

    The phrase a number means an arbitrary variable, let's call it x:
    x

    Two thirds of a number mean we multiply x by 2/3:
    2x/3

    The phrase no more than -10 means less than or equal to -10, so we have an inequality:
    2x/3 <= -10
